Ensuring Lift Safety: UP Introduces Bill After String of Noida Crashes

The legislation mandates rescue devices, emergency alarms, and CCTV in lifts, aiming to prevent tragedies.

In response to a spate of lift malfunctions causing fatalities and injuries in Delhi-NCR, the Yogi Adityanath government is set to introduce a crucial legislation in the Uttar Pradesh Assembly. The proposed bill, prompted by multiple lift crashes, particularly in the high-rises of Noida near Delhi, emphasizes the need for safety measures to protect lift occupants.

The legislation makes it mandatory for building authorities to ensure the installation of rescue devices in elevators. Additionally, lifts must be equipped with emergency alarms and CCTV systems. This move comes in the aftermath of tragic incidents, including a lift crash at Amrapali Dream Valley in Noida Extension, where nine construction workers lost their lives.

In another incident in December, nine IT professionals were injured when a lift in River Side Tower, Sector 125, crashed from the eighth floor. Responding to these incidents, Chief Minister Yogi Adityanath expressed concern over the lack of laws ensuring compliance with safety standards for lifts. He directed officials to prioritize safety and maintenance, leading to the proposed legislation.

"The safety of lifts is very important. For this purpose, it is necessary to strictly ensure adherence to prescribed procedures for construction, quality, built-in safety features, installation, operation, and maintenance of lifts and escalators," emphasized Chief Minister Adityanath.

The legislation introduces several key measures:

Registration Requirement: Building owners must register elevators in public or private buildings, including lifts already installed in older structures.

Auto Rescue Device: All operative elevators should be equipped with an auto rescue device to facilitate safe exits during power cuts or malfunctions.

Safety Features: The bill calls for emergency alarms, CCTV cameras, adequate lighting, and a communication system in lifts.

Insurance Coverage: Provision for insurance coverage for lift occupants on public premises.

Legal Action: The Chief Minister stresses the need for legal provisions against lift manufacturers in case of complaints related to installation and operation.

As the legislation focuses on comprehensive safety measures, it reflects the government's commitment to preventing future lift accidents and ensuring the well-being of citizens.
