Staring comment of Kerala IPS officer draws social media’s ire

Kerela: Rishi Raj Singh, a 1985 batch Indian Police Service (IPS) officer of Kerala cadre is being trolled on the social media for his reported statement that, ‘a man can be charged with harassment if he stared woman for 14 seconds’.

“A case can be registered against a man if he stares at a woman for 14 seconds. Girls should stay alert and carry pepper spray, knives and other things for their self defence in their hand bags,” Rishi Raj Singh at a state level women empowerment programme on Sunday last.

Singh is presently posted as Excise Commissioner and is known as the – Lion of Kerela.

The excise commissioner has been receiving flak on the social media over this.

What IPC says

Eve-teasing is now a cognisable offence in India. Anyone who is found guilty can be imprisoned for two years or can be slapped with a monetary fine. Section 354 and 298 (a), (b) of the Indian Penal Code (IPC) are used in such cases.

Sports minister disagrees with the statement:

Kerala sports minister, EP Jayarajan, termed his comments as ‘disgusting’.

“I would ask the excise minister to examine the speech made by him,” he added

Nothing new for Singh:

Known for his clean image and outspoken nature, Singh, last year, has breached the protocol at a function attended by Home Minister Ramesh Chinnithala.

  • Singh, at that function failed to stand up and salute the minister.
  • He was then posted as the ADGP of Armed Forces Battalion.
