Lucknow: There were more than 49,000 teachers in government schools in Uttar Pradesh who did not possess necessary qualification for the job. This anomaly has been detected by the Comptroller and Auditor General of India in its latest report after studying the situation in the state in different fields including education between years 2011-12 and 2015-16 . Many of them may not have retired and may be continuing to educate children without proper qualification.

The Samajwadi Party which took over from the Bahujan Samaj Party in the year 2012 ruled during most of this period. This year the Bharatiya Janata Party replaced the SP government.

Of the total unqualified teachers, over 18,000 were employed in primary schools and the rest were imparting education to students in higher classes.

The report has also pointed out some other anomalies. It has found that over 64 crores of rupees were spent on providing electricity to government schools but children in 34,000 school were found to have no power connection during the period under review.

Taking the average student per school as 100, it meant that 34 lakh students studied in hot summer months of April of May without fan . They had to sweat it out, Normally schools are closed for summer vacation in the state after May 15.

The CAG has disputed the government's annual drop-out rate. The report says that on an average 20 lakh students dropped out per year between 2010 and 2016. The government estimate had put the figure at 0.63 lakh per year.

There was also a gradual decline in the number of poor students on the rolls, according to the report, which contradicts the government in this area too.

Worse is that some central government sponsored schemes were not implemented on time and as a result, it will not receive a grant of about Rs 2300 crores. It will add to the debt burden of the state which is already on the higher side.
