Fuel Relief Plan: In an effort to keep domestic cooking gas (LPG) prices affordable for the general public, the Indian government has long been compensating oil marketing companies (OMCs) through subsidies and loss coverage. Once again, the central government is preparing a plan to provide financial relief to OMCs. According to two senior government sources, the government will use the additional revenue generated from the recent hike in excise duty on petrol and diesel to compensate for the massive losses incurred on LPG sales. These losses are estimated to have reached around ₹30,000 crore, which the government is now preparing to balance.

What Caused the Loss?

During the financial year 2022–23, when international crude oil prices were soaring, oil companies suffered significant losses from the sale of domestic LPG. At that time, OMCs—Indian Oil, Bharat Petroleum, and Hindustan Petroleum—were obligated to supply LPG cylinders to consumers, but they were unable to recover the full cost of production.

To shield consumers from price hikes, the government kept the retail prices of LPG stable. However, this directly impacted the profitability of the companies, resulting in heavy financial losses.

How Will the Compensation Be Provided?

According to government sources, a portion of the additional revenue earned from the recently increased excise duty on petrol and diesel will be allocated to the oil companies. The objective is to cover the losses sustained from domestic LPG sales.

However, this compensation will not be provided in direct cash transfers. Instead, a special financial plan is being developed, which may soon be presented before the Cabinet. This plan will help ease the companies’ cash flow pressures and partially improve their financial health.

Not the First Time

This is not the first instance of the government compensating oil companies for LPG-related losses. In 2022, the central government had granted financial assistance of ₹22,000 crore to OMCs. Now, a compensation of ₹30,000 crore is being planned along similar lines.

According to experts, if the government continues to support OMCs in this manner periodically, it will enable these companies to provide fuel to consumers at stable prices. This also strengthens the government’s broader inflation-control strategy.

What Does It Mean for Investors?

This compensation will reduce the losses of oil companies, potentially improving their financial performance. A positive outcome may also be reflected in the share prices of these companies. Timely support from the government boosts investor confidence as well.

The ₹30,000 crore loss incurred by oil marketing companies on domestic LPG sales is a significant concern. However, the government’s plan to compensate for these losses brings much-needed relief to the companies and ensures that the burden of rising prices is not passed on to consumers. In the coming days, it will be important to observe how effectively the plan is implemented and whether it leads to a tangible improvement in the financial health of the companies.
