Lucknow: In a breakthrough of sort towards speedy disposal of criminal cases in the courts, Uttar Pradesh government on Friday accepted, in principle, to apply and implement state-wide a new Software ‘summon management system’ . UP will become the first state in the country to design, develop and use such an innovative software/App which will effectively ascertain presence of witnesses, lack of which has largely been responsible for the delay in justice dispensation.

Designed by young IAS officer Shubhra Saxena, currently posted as District Magistrate of Hardoi, the modalities of the App were discussed during an elaborate presentation before UP Chef Secretary Rahul Bhatnagar in the presence of Additional Director (Law), Prosecution DP Srivastava, Principal Secretary (Home) Arvind Kumar, Prosecution Officer Manmeet Suri and officers of National Informatics Centre (NIC), the agency which has been instrumental in the task.

The ‘summon management system’ Software/App will ensure the information about the witnesses, court name, police station and his or her residential address will reach the in-charge of police station through SMS and to district SP through email automatically and instantaneously. It will help presence of witnesses in the courts and avoid unnecessary adjournments in the court hearings.

Speaking about the proposed software, the official sources told newstrack.com that the Chief Secretary had directed the prosecution department to work out other modalities with NIC and preparing a statement of Purpose (SoP) before implementing it state-wide. Sanjiv Gehlot of UP NIC , though refusing to divulge further, said that NIC would fine tune it before giving it a final shape.

It is presumed that the long-pending list of criminal cases will be pruned after this Software comes into practice. It will not only lessen the loads from the court but also take care of proven principle of jurisprudence ‘justice delayed is justice denied’. The absence of witnesses has been the single largest factor in delay of the trial while the inordinate delay often influences them.

It may be recalled that Shubhra Saxena was recipient of Election Commission’s commendation for innovating the deployment and movement of election duty parties during the elections. She said that she will make presentation at the top level so that it may be implemented in the entire state.
