Lucknow: The Election Commission of India (ECI) has expressed concern over the low voting percentage in 2012 assembly polls in Uttar Pradesh and said the high voting along with fair and free elections would remain main objective of the EC in 2017.

In the last assembly elections, the voting percentage in the state was around 60 per cent which should be in the 70s, if not more, ideally, the Chief Election Commissioner (CEC) Naseem Zaidi told a press conference before winding up three-day visit to UP by eight-member EC team ahead of state assembly elections.

Refusing to indicate any probable dates for the elections, the CEC said the new assembly had to to formed before May 22 ,2017 and the dates of elections would be fixed in such a way that those did not coincide with the examinations dates.

What else CEC said:

  • Special campaign at block level will be run on October 8,9,22 and 23 to update the names in electoral roll.
  • One good suggestion has come to make entire family vote at one booth.
  • Some of the officers were found wanting in the preparedness.
  • Almost all the opposition political parties complained of partisan attitude of soem officers.
  • They have shown no faith in the local police hence demanded central force to be deployed during elections.
  • The booths should be established in the remotest areas as well.
  • The use of money and muscle power would not be allowed.
  • The discrepancies in the rolls have been received to which the necessary instructions have been issued.
  • The EC will assimilate all the suggestions received during the visit and have a concerted decision.
  • Rs 60 crore have been ordered to be released for power.
  • The senior officers have been specially instructed to maintain law and order during the poll process.
  • Online data base to be prepared by police station with incidents of last elections.
  • The repeat of last elections' incidents could only be avoided if data base was updated.
  • EC will become strict if any district administration exercise laxity in deposition of licensed arms before the elections.

Earlier, the EC team had a series of meetings and in one of such meetings four IAS and one IPS officer had to face the wrath of the CEC when they were found lacking in the poll prepared in their respective districts. These included Gautam Budh Nagar District Magistrate N P Singh, Kanpur DM Kaushal Raj Sharma, Agra DM Gaurav Dayal, Aligarh Superintendent of Police Pratendra Singh and DM of Aligarh Rajmani Yadav.
