Lucknow: Every political regime has its own set of favoured officers who rule the roost irrespective of their competence and delivery. Some of them are from main bureaucracy while some from the fringe wield power like nobody else does.
During Mayawati regime and first part of Akhilesh regime, we had US Tomar, the registrar of Dr Abdul Kalam Technical University (AKTU) whose word was the last. Such was his arrogance that he hardly used to take call of departmental secretaries and even the Chief Secretary, at times. Similarly, Shiv Singh Yadav was the 'man friday' of former Chief Minister Akhilesh Yadav who was made DG of Institutional Finance , the post created for him.
Though it was not expected in the Yogi regime but the Vice Chancellor of AKTU Prof Vinay Pathak is the one functionary who calls the shots (what he himself claims) in the government in Uttar Pradesh. This is despite the fact that his name is figured in a controversy over a fake experience certificate allegedly issued by him as VC of a private university in Kota, Rajasthan.
What makes him so powerful is anybody’s guess. He displayed his strength when the Director of Institute of Engineering and Technology (IET) Lucknow conducted an enquiry against two professors only to be suspended while registrar of AKTU Tanvir Tahir was shown the door. Needless to say, the Pathak’s blue eyed professors have nothing to worry about despite their names were cropped up in a paper solver scam.
It was Vinay Pathak who managed everything in the Akhilesh regime and now in Yogi rule, he has become even more powerful. In private talks, he claims his proximity with the RSS but that should not be the sole reason. In the past, he used to be instrumental in getting appointed directors of government engineering colleges, the Director of Kannauj Engineering college is one such example.

Vinay Pathak, when appointed VC of AKTU, had raised many eyebrows owing to his questionable credentials but he boasted of his relations with a powerful BJP leader at the Centre and got the assignment. Recently, he had the audacity of dropping the name of one K N Singh as VC of Awadh University in a closed whats app group even before the Raj Bhawan decided on the name.
Still, his rise to power outside the precincts of AKTU is something to be looked at curiously. Where does he derive power from ? Nobody dares to take him head-on as whosoever does it is destined to be doomed, as he puts it. Well he is one of by-products of the system who always make the governance (of any party) more interesting and intriguing.
