Lucknow: The Bharatiya Janata Party-led Uttar Pradesh government has 20 ministers having criminal cases against them, while on the other hand, Punjab, where Congress rose to power, has two such ministers, revealed a report on Monday.

In terms of net worth, 35 out of a total of 44 ministers in Chief Minister Yogi Adityanath's government are 'crorepatis', while in Punjab, Captain Amrinder Singh's government has nine such names, claims a report by UP Election Watch and Association for Democratic Reforms (ADR). The report has been prepared on the basis of the self-sworn affidavits of the ministers in state assemblies.

The ADR could not analyse the UP ministers namely Dinesh Sharma, Swatantra Dev Singh and Mohsin Raza following unavailability of data. Dinesh Sharma is currently the mayor of Lucknow while the other two are not the members of either of the houses, UP state assembly or legislative council.

"Among the 44 ministers, 35 (80 per cent) are crorepatis. The average assets of these ministers is Rs 5.34 crore. A total of 20 ministers (45 per cent) have declared criminal cases against them," said the ADR report.

The crimes listed against these ministers include robbery, theft, forgery and voluntarily causing hurt.

Nand Gopal Gupta Nandi, MLA from Allahabad South seat, has declared highest total assets of worth Rs 57.11 crore. CM Adityanath has assets worth Rs 71 lakh, while one of his two deputies, Keshav Prasad Maurya, has moveable and immovable properties worth Rs 9 crore.

A total of 28 ministers has mentioned liabilities in their affidavits, out of Nandi has declared the highest liabilities of Rs 26.02 crore.

On the educational front, the report says that a total of seven (16 per cent) ministers have qualification between 10th and 12th, while 37 (84 per cent) have declared to be graduate or having higher degrees.

A total of 18 (41 per cent) ministers are aged between 25-50 years, while 26 (59 per cent) are between 51-80 years. Among the 44 ministers, only five are women.

In the Punjab council of ministers, ADR said, nine out of a total of 10 (90 per cent) are crorepaties,.

"The average of net worth of all the 10 ministers is Rs 34.54 crore. Rana Gurjit Singh from Kapurthala constituency has declared highest assets worth Rs 169.89 crore," it said.

Chief Minister Amarinder Singh has moveable and immoveable assets worth Rs 48 crore, the report claimed. Out of the 10 ministers, eight have declared liabilities, while Rana Gurjit Singh has the highest liabilities of worth Rs 81.71 crore.

The report shows that a total of six (60 per cent) ministers have declared to be graduate or having higher degrees, while the remaining four 10th or 12th pass. All of them are aged between 50-75 years. There are two women in the council of ministers.

In a separate report, the ADR said that Uttarakhand has eight (80 per cent) crorepati ministers.

"The average assets of 10 ministers is Rs 10.90 crore. The minister with the highest declared total assets is Satpal Maharaj from Chaubattakhal constituency with assets worth Rs 80.25 crore," it added.

A total of six ministers have confessed off having liabilities while Subodh Uniyal of Narendranagar constituency has the highest liabilities with Rs 1.03 crore. Among the 10 ministers, four have declared criminal cases against them. Nine of them have graduation or higher degrees.

A total of five (50 per cent) ministers are aged between 35-55 years, while another five (50 per cent) are between 56-75 years. There is only one woman in the council of ministers in Uttarakhand Assembly.

Out of a total of nine ministers in Manipur, 6 (67 per cent) are crorepatis.

"The average assets of the nine ministers is Rs 1.26 crore. Yumnam Joykumar from Imphal West constituency has declared highest assets worth Rs 2.29 crore," said the ADR report.

All the nine ministers have declared liabilities and Nongthombam Biren of Heingang constituency has the highest liabilities worth Rs 47.97 lakh. None of the ministers have criminal charges against them, the report added.

A total of seven (78 per cent) ministers are graduates or have higher degrees, while two of them are 10th pass or 12th pass. All the nine ministers are aged between 40-64 years, the ADR report said.
