Chhattisgarh: Haryana Chief Minister Manohar Lal Khattar has listed himself in the infamous list of politicians who have made outrageous remarks to justify the rape incidents with their sick logics.

Khattar during a function in Kalka town of Panchkula district said, "The biggest concern is that in 80 to 90 percent of rape and eve-teasing cases, the accused and the victim know each other. In many cases, they know each other for a long time and, on one day, when there is an argument (between them over some issue)... an FIR is lodged, saying: 'He has raped me'."

What CM Khattar actually said in his mother tongue,“Sabse badi chinta yeh hai ki yeh ghatnayein jo hain rape aur Chhed chhad ki, 80-90% jankaro ke beech mein hoti hai.Kafi samay ke liye Ikhatte ghumte hain, ek din anban hogai, uss din utha karke FIR karwa dete hain ‘isne mujhe rape kiya’.”

He also said, "The incidents of rape have not increased... Rapes used to take place in the past and even today as well. (Only) the concern (over such incidents) has increased."

After which many political parties such as Congress and Aam Aadmi Party strongly condemned CM's remarks and called Khattar's statement "deplorable".

"How can the women of a state whose CM thinks like that be safe? This is why rape cases have been on the rise in Haryana and the perpetrators roam around freely,"said Delhi Chief Minister Arvind Kejriwal condemning khattar's remake.

"Anti-Women Mindset of Khattar Govt Exposed! Haryana CM Khattar ji makes an utterly condemnable remark. Blaming Women for complete failures to control Rapes & Gangrapes? Deplorable!" Congress leader Randeep Surjewala tweeted.

However, today Khattar came out to give a clarification on his deplorable statements saying, "These cases should be dealt with socially and not politicised."

He also said that he did not meant to say that there is a consent in the reported cases of rape but that in most cases, the two already know each other. He further said that his statement were based on facts from investigations.
