New Delhi: The elected members of the Indian National Teachers' Congress have submitted a complaint to the UGC Chairman, and the Vice-Chancellor of the University of Delhi on the unethical and dubious practices adopted by Dr. Masroor Ahmad Beg, Principal Zakir Husain Delhi College (Evening) with the sole aim of becoming eligible to be considered for the coveted position of a Principal.

These acts of Misconduct/Plagiarism/Copy Right Infringement are based on the information given by an authenticated source along with relevant proofs.

When Dr. Masroor Ahmad Beg was appointed as the Principal of Zakir Husain Delhi College (Evening) as per the UGC Guidelines for the selection to the post of a Principal the minimum API Score of 400 was required. To surpass the minimum API Score at that time Dr. Masroor Ahmad Beg manipulated his works, copied full papers of other authors by changing the titles of their papers without mentioning or

giving them credit.

Based on this, in the year 2015 Dr. Masroor Ahmad Beg was appointed as the Principal of Zakir Husain Delhi College (Evening). Escaping exposure further emboldened him to continue such activities one of it being his copying the full paper of an Eminent Professor Sukhadeo Thorat, who in the past, had also functioned as the Chairman, UGC.

Professor Thorat is a world-renowned personality in the field of research and respected for his

contribution to the society through his work. Prof. Sukhadeo Thorat and Mashkoor Ahmad’s paper titled “Minorities and Poverty: Why some minorities are more poor than others?” that was published in the Journal of Social Inclusion Studies-The Journal of Indian Institute of Dalit Studies, Vol. 01, No.02 Jan-June-2015, Page No. 126-142, was copied and published by Dr. Masroor Ahmad Beg in his own name but with a changed title "A Comparative Analysis of poverty of Indian Minorities with respect to the Majority” in the Journal of Global Information and Business Strategy, Vol.10, No. 1, Jan-Dec 2018 Page

No.49-59.

Recently some papers authored by others were also copied and published in his name by Dr. Masroor Ahmad Beg. Not only this when Dr. Masroor Ahmad Beg was appointed as Principal of Zakir Husain Delhi College (Evening) in 2015 at that time he copied the full paper of Dr. Rakhi Gupta and Divya Gupta Choudhary titled “Advancement of India’s Exchange of Trade under the influence of LPG” that was presented in the 20th Annual Conference on Pacific Basin Finance, Economics, Accounting and Management held on September 08- 09, 2012 Rutgers University, USA. This was later published by them.

But Dr. Masroor Ahmad Beg completely copied it and by changing its title to “Analysis of India’s Trading with Canada under the Liberalized Regime” published it in the International Journal of Research in

Commerce and Management, Vol. No.4, Issue No.1, Page No. 16-21, January 2014.

By misleading the screening committee, he managed to become the Principal of Zakir Husain Delhi College (Evening) by claiming an API Score of a single paper in his name multiple times, by publishing it in different journals as research paper, chapter in books and presented in conferences with a changed title.

The members of the Indian National Teachers' Congress had brought this, in writing, to the notice of the Chairman, UGC and the Vice Chancellor, University of Delhi with a request to initiate a fair investigation

and immediate action.

Mr. Beg, however, was unavailable to receive the call.
